Chapter 21 - Caroline West Falls

Principal West’s district hearing ended first.

Emails.

Student files.

Financial approvals.

Instructions to Harper.

The foundation connection.

Evidence established serious violations of student privacy, retaliation rules, ethical obligations and administrative policy.

Her employment was terminated.

Her state administrative credential entered separate proceedings.

Financial investigators continued reviewing the reimbursement records.

Eventually prosecutors charged West with offenses tied to falsified program records and misuse of public funds after establishing she knowingly approved attendance sheets containing false participation data.

The criminal case did not include every terrible thing Ethan believed she had done.

Law required proof.

She ultimately entered a plea agreement to specific record and financial misconduct counts.

At sentencing she spoke about decades of service.

She said she had wanted Jefferson Ridge to become a model school.

Ethan listened remotely.

She said:

“I began believing that protecting the institution justified decisions I would once have condemned.”

That was probably the truest thing she ever said.

Her career ended.

Restitution was ordered for amounts tied to proven false billings.

She lost the authority she had spent years protecting.

No cheering came from Ethan.

Only relief.

One major conflict was finished.
