Chapter 15 - The Bid

District procurement investigators reconstructed the eighteen-million-dollar contract.
Hartwell had received confidential evaluation criteria before bids closed.
But the leak source was not Caroline West.
It was a district procurement analyst named Steven Pike.
Pike had received payments from a consulting company linked to a Hartwell subcontractor.
That was direct.
Bank records.
Invoices.
Texts.
Michael’s evidence was real.
But incomplete.
His own company had another problem.
Morgan Strategic Transport had overstated warehouse capacity in its bid.
Michael claimed a consultant made the error.
Emails showed he knew.
Daniel stared at him.
“You lied too.”
Michael nodded.
“Yes.”
No defense.
If Hartwell were disqualified, Michael’s company would not automatically win.
It might also face penalties.
Ethan listened.
“So all of you were cheating?”
Michael shook his head.
“Different things. Different degrees.”
“Still wrong.”
“Yes.”
Michael withdrew his company’s protest and self-reported the bid misstatement through counsel.
Financially painful.
Potentially devastating.
Daniel asked:
“You sure?”
“No.”
“Then why?”
Michael looked at Ethan.
“Because I’m tired of needing somebody else to be worse than me before I admit what I did.”
Ethan remembered his own classroom.
Mrs. Harper saying he slept.
He had.
Her abuse did not make sleeping disappear.
His mistake did not justify her humiliation.

Two truths.
