Chapter 18 - The Hearing

The city planning hearing lasted six hours.

Northgate presented engineers.

Traffic consultants.

Renderings.

Numbers.

Samuel Ortiz presented loading schedules, small-business impact studies and internal Northgate emails obtained through the investigation.

One email changed everything.

Graham Voss had written:

Access pressure may produce a more realistic seller.

The city attorney requested a recess.

When proceedings resumed, Northgate’s traffic application was postponed pending conflict review.

Then postponed became withdrawn.

Not because the city declared Northgate evil.

Because the record had become too contaminated to approve cleanly.

Victor walked outside.

Reporters surrounded him.

“Mr. Cole, do you feel vindicated?”

He thought for a moment.

“No.”

The reporter looked surprised.

“I feel tired.”

Another asked, “Will you sell now?”

Victor looked at Elena.

Then Jayden.

“No.”

Jayden smiled.

Victor added, “But someday, if we choose to sell, it will be because we decided. Not because somebody frightened our son.”

That distinction became the heart of everything.

Choice.

The thing Mrs. Harper had tried to take.

The thing Adrian had tried to manipulate.

The thing Voss had tried to price.

Two weeks later, Graham Voss resigned from Northgate pending the company’s internal investigation.

Public authorities continued reviewing financial and contracting conduct.

No dramatic handcuffs.

No movie-style arrest.

Just subpoenas, lawyers and documents.

Rachel reminded Jayden that real consequences often looked boring before they became permanent.
