Chapter 15 - Graham Voss

Graham Voss finally stopped smiling.
Until then, every photograph showed the same polished developer.
Tailored suit.
Perfect hair.
Civic awards.
Donor plaques.
Now reporters waited outside Northgate’s office.
He released a statement denying wrongdoing.
Northgate, he said, had engaged in lawful redevelopment discussions.
Any improper behavior by school employees was unknown to the company.
Adrian’s emails made that difficult to believe.
But Voss had an explanation.
“Mr. Adrian Cole was an independent broker whose language did not reflect company policy.”
Adrian was furious.
Rachel was unsurprised.
“He is isolating everyone below him.”
Then a new problem emerged.
Adrian’s credibility was terrible.
He had lied.
Profited.
Manipulated Victor’s debt.
A defense attorney could destroy him on cross-examination.
They needed records that did not depend on Adrian’s word.
Elena found them.
Not through hacking.
Not through luck.
Through invoices.
Northgate had billed the district for “community relocation analysis.”
One subcontractor was Harbor Future Foundation.
The same nonprofit that paid Mrs. Harper.
The foundation billed Northgate for “stakeholder engagement.”
Dates matched several disciplinary incidents.
The money trail did not prove Harper was paid per child.
But it established a financial connection between developer, foundation and school-community pressure.
Rachel sent the documents to investigators.
Then Victor received a certified letter.
Northgate withdrew its offer for the market.
Jayden smiled.
“We won.”
Victor did not.
“They don’t withdraw when they’re giving up.”
The next page explained why.
Northgate had purchased the mortgage note on the adjacent warehouse.
And filed a redevelopment application that could eliminate the market’s rear loading access.
Elena stared.
“They’re going to choke the business instead.”
Victor nodded.

The property fight was not over.
It had simply become legal.
