Chapter 11 - The Licensing HearingMrs. Holloway sat before the state child-care licensing panel.

She looked exhausted.
The investigator asked:
“Why did you cut Ella’s hair?”
Mrs. Holloway replied:
“I was angry.”
“About what?”
Silence.
“A gift?”
“Yes.”
“From a five-year-old?”
“From her family.”
“Did Ella control what her father purchased?”
“No.”
“Then why punish her?”
Mrs. Holloway looked down.
“I wanted her father to understand.”
The room became silent.
A child used as a message.
There it was.
“Why put the hair in her food?”
“I wasn’t thinking.”
“Why tell her to eat it?”
Mrs. Holloway began crying.
“I don’t know.”
The panel chair answered:
“You did know enough to tell her why.”
