The program had useful elements.
Then the questionable parts.
Confiscation counts.
Repeat-incident reductions.
Parent-resolution rates.
Device recovery credits.
Mrs. Donovan’s classroom produced the strongest numbers.
Dr. Hayes used those metrics in district presentations.
He received a statewide leadership award.
No cash award.
But it strengthened his candidacy for central office.
He had a reason not to look too closely when parents complained.
Did he consciously bury theft?
Evidence said no.
Did he repeatedly accept explanations because the program made Ridgewood look good?
Yes.

Hayes:
Donovan’s logs are solid. Don’t let anecdotal complaints derail implementation.

Parents who challenge consequences are the reason consequences fail.

Not belief.
Then the board investigator asked Hayes:
“What would have made you audit?”
He took a long time.
“If credit totals had been larger.”
“So financial scale?”
“Yes.”
“If a student had been injured?”
“Yes.”
“Cameron was slapped.”
“Yes.”
“And then you looked.”
“Yes.”
“So before visible harm, missing phones were not enough?”
Hayes looked down.
“No.”
That admission cost him.
Not criminal.
Leadership.
The board placed him on administrative leave from principal duties pending governance review.
He later returned only temporarily before resigning at year’s end.
Not because he stole.
