Chapter 10 - The File in the SafeThe old safe stood beneath a stack of tax records.

Owen had not opened it in years.

Inside were property deeds, insurance policies, photographs, and a yellowed envelope bearing the name of Jayden’s grandfather.

PUBLIC ACCESS AGREEMENT — 1987.

The document confirmed Nathan’s memory.

The lane beside Cole Harbor Seafood was legally burdened by an easement preserving pedestrian and service access to the municipal pier.

More importantly, the agreement contained a clause Voss’s development team had apparently overlooked.

Any attempt to convert adjacent access primarily to private marina use required written approval from the property owner and the city.

Owen stared at it.

“They can’t build what they advertised.”

Rosa nodded.

“Not without us.”

They hired attorney Rachel Kim, a local land-use lawyer recommended by Evelyn.

Rachel read everything.

Nathan’s option.

The easement.

Voss’s purchase proposals.

The harassment timeline.

Dean’s emails.

Mia’s video.

“This is not one case,” she said.

Owen frowned.

“What does that mean?”

“It means you have several overlapping problems. Employment conduct at the school. Potential ethics violations. Contract interference. Property pressure. Possibly improper foundation payments.”

“Criminal?”

Rachel shook her head.

“Don’t jump there.”

That answer frustrated Jayden.

He wanted someone arrested.

He wanted a clean villain and a clean ending.

Rachel saw it.

“Real life is slower than that.”

Jayden looked away.

She continued.

“Documents matter more than outrage.”

That became the new rule.

Save everything.

Say less.

Document more.

Rachel sent preservation letters to the district, foundation, Voss Harbor Partners, and Dean Harper’s law firm.

Forty-eight hours later, Voss Harbor Partners withdrew its latest purchase offer.

Then it filed a civil action seeking to enforce Nathan’s option rights.

Owen slammed the complaint onto the kitchen table.

“They’re suing us.”

Rachel read it calmly.

“They’re trying to scare you before we challenge the agreement.”

Rosa looked at Jayden.

He recognized the strategy.

Pressure.

Always pressure.

Make someone angry.

Make them panic.

Make them choose badly.

He looked at his own hand.

This time, he kept it still.
